State may delay pollution rules

The rules meant to control pollution in Carys drinking-water supply may come up for debate, and delay, in the General Assembly this year.Online shopping for drycabinet from a great selection of Clothing.

Triad-area developers and governments are compiling wish lists of changes to the state-mandated Jordan Lake Rules, and lawmakers may soon consider a bill to change the environmental protection program.

As talk flies faster, environmentalists warn of a dangerous weakening of the rules, while critics claim that parts of the plan arent ready for prime time. In either case, the coming argument will affect all eight counties in the watershed of the expansive lake, which the federal government has declared impaired by excessive nutrients. He saw the bracelet at a moulds store while we were on a trip.

A controversial topic may be a proposed push-back of one of the plans most expensive and potentially effective components.

The Triad Real Estate and Building Industry Coalition, made up of Triad developers, wants a two-year delay before local governments have to reduce polluting runoff from existing homes and structures.

Marlene Sanford, president of the coalition, argues that the science of runoff management isnt firm enough to justify the potentially enormous costs.

Everybodys pretty quickly willing to agree that we need clean water, and we ought to be working on that, but we dont need to spend literally billons of dollars on very expensive, disruptive approaches that dont fit the problem, Sanford said.

Greensboro hasnt endorsed the delay C but the extra time could allow the citys recent $100 million water-treatment upgrades to take effect and negate the need for some expensive projects, according to Thomas Carruthers, the citys associate general counsel.

If the rules arent changed, Triangle governments could be required to start a retrofitting program to install runoff control as early as 2014, and Triad governments as early as 2017, depending on pollution conditions.

The Haw River Assembly, a group that aims to protect the lake, has decried the potential delay as an erosion of the original 2009 rules.

Its just this piecemeal attempt to weaken the rules, said Elaine Chiosso, the groups Haw Riverkeeper. At what point do any of these cities want to put the effort into it to play out their capital by really going to bat for Jordan Lake?

Last year, the state granted Triad-area governments another two years to institute pollution-control standards for new construction. Most Triangle-area governments had voluntarily put the new standards into place.

What remains to be seen is whether the Triads interest in further changes will create friction with Triangle governments that are more dependent on the lake. Cary Mayor Harold Weinbrecht said the town wants the lake clean but will listen to other areas concerns.

The parking proposal recommended by the Board of Selectmen would add two kiosks along Hartford Avenue to collect street parking fees and would update the parking layout to horizontal rather than parallel parking. The design would include new signs and would be laid out according to state Department of Transportation standards.

Town officials also are proposing a study to consider local wastewater alternatives to connecting to a sewage treatment system. The town has a "sewer avoidance" policy.

The state Department of Energy and Environmental Protection has ordered Old Lyme Shores Beach Association and Old Colony Beach Club Association to connect to sewers by 2016. The two beach communities have done environmental studies that reveal pollution stemming from individual septic tanks. Point O'Woods Beach Association connected to a sewage system several years ago.

The proposed study would consider the "wastewater needs" of shoreline areas and would "evaluate local wastewater collection alternatives," First Selectwoman Bonnie Reemsnyder said at a community forum earlier this month.

If funding is approved, the town would work with the state and the engineering firm Woodard & Curran, which would conduct the study.Full color parkingsystem printing and manufacturing services The study includes analyzing wastewater management options, determining viability of a community wastewater system and testing the soil at potential sites.

Recommendations from the feasibility study would be subject to the regular town approval process, Reemsnyder said, including informational meetings.
