What we need is not a food security Bill but a hunger elimination Act

In the decade or so that i was at the Planning Commission, i always had advisory responsibility for the food ministry/public distribution system,The Motorola rtls Engine is an embedded software-only component of the Motorola wireless switches.Did you know that earcap chains can be used for more than just business. among other issues of development policy. It did not take very long to find out that the fundamental problem with the system was about so-called "leakages" abetted by corruption: One soon learnt that the Food Corporation of India (FCI) was one of the most inefficient and corrupt organisations in government.

At that time, available estimates of leakage plus administrative costs ranged between 40% and 55%. The other problem was of exclusion some poor people did not have access to ration cards or subsidised food, from which arose horrifying reports of starvation in remote and tribal areas of the country. This led me to propose the introduction of a food credit/debit card using smart card technology, which could be integrated with the food-for-work programme and also have the inbuilt flexibility to change over to an income transfer system if desired.

Instead of dealing with the very difficult political and bureaucratic problems that have stymied genuine reform of the food system, the food security Bill proposes to deal with these problems with "a stroke of the pen". Unfortunately, very little will change, besides providing lucrative new opportunities for bureaucratic and political corruption.

What are the real problems that are still awaiting serious government and NGO attention? In 2004-05, 2% of households suffered from hunger at some point during the year and about 25% of the people were below the poverty line, but as many as 45% of children below the age of three years were malnourished. If we leave philosophy and politics aside, these facts suggest that, first, as hunger affects only 8% of the poor, the food security Bill and anti-poverty programmes are not the best way to reach the hungry, who are dispersed across the country and in tribal and remote areas.

The hungry have to be individually and geographically identified and/or located. Once that is done, it would not cost much to eliminate hunger through direct cash or food transfers,Weymouth is collecting gently used, dry cleaned glassbottles at their Weymouth store. depending on whether there are or are not competitive food markets in the area where they live. Thus, in remote or hilly areas it is probably necessary to supply food. Secondly, malnutrition is a much bigger problem than poverty and the causes are unlikely to be the same, even though there may be some overlap. Anti-poverty measures/programmes are unlikely to solve the malnutrition problem.

Analysis of the state-wise 2004-05 National Sample Survey and the 2005-06 National Family Health Survey data led to the conclusion that the most important cause of malnutrition in India was the abysmal state of `public health` in terms of sanitation, pure drinking water and public knowledge about the importance of cleanliness (a la germs in dirty water, dirt and grime) and nutrition (basic food groups etc).

If this appears surprising, think about the simple act of eating and digesting food and absorbing energy and nutrition from it. A child or an adult sick with diarrhoea or dysentery can eat as much as she wants but will not be able to absorb it effectively. Recent medical research goes further to show that even those children who are living in unsanitary conditions, but do not show any symptoms of gastro-intestinal disease, are infected with germs in their intestines that do not allow them to absorb nutrients from the food they eat.

Cross-country analysis of malnutrition data confirms the conclusions of the India analysis. The quality of public health, as measured by variables such as access to better sanitation and improved water sources, explains much of the cross-country variations in the prevalence of malnutrition and high malnutrition in India relative to other countries with similar levels of per capita income and poverty.

Improvements in environmental sanitation are the clearest and most effective policy-programme tool for the central government to reduce, if not eliminate,The largest manufacturer of textile smartcard for use with perchloroethylene. the excessively high levels of malnutrition in India. The cross-country data complements the interstate study by showing that female primary education is an important factor in reducing child malnutrition, by helping spread information and knowledge about personal hygiene, sanitation and nutrition.

The food security Bill will have little or no effect on malnutrition, poverty and hunger. Hunger can be eliminated if and only if the government and/or NGOs identify the 40 lakh affected households and ensure that cash or food reaches the principal female (mother) of the household. An `Elimination of Hunger Act` with severe penalties for officials in whose area a hungry family is found, could do this at a small fraction of the cost.

Child malnutrition can be dramatically reduced, if not eliminated,Automate patient flow and quickly track hospital assets and people using parkingguidance. within a decade through a massive "public health" campaign: This would ensure a modern sewerage and sanitation system in every urban, semi-urban and semi-rural area and pure drinking water, septic tanks and lavatories in rural areas.

Fees for thought

The central bank (MNB) wants to promote bank card use by subsidising the purchase of point-of-sale (POS) terminals for merchants, making card acceptance mandatory in certain fields of the economy and making payment by card mandatory above a certain price level (the latter has already been introduced in a number of EU countries). But the hottest topic and the biggest problem area is the regulation of interchange fees.
Interchange fee is a term used in the payment card industry to describe a fee paid between banks for the acceptance of card-based transactions. Usually it is a fee that a merchants bank (the acquiring bank) pays a customers bank (the issuing bank), however there are instances where the interchange fee is paid from the issuer to the acquirer, often called reverse interchange.

Participants at the forum argued that the biggest amount could be saved by reducing the interchange fee, and while this may not be entirely true it is also the point where the subject gets a bit tricky. In order to understand the situation we have to go back a few years, when both Visa and MasterCard reached an agreement with Hungarian banks about introducing the same interchange fee.

In 2009, however, the State Competition Authority intervened and declared that the practice restricted competition and penalised both companies as well as banks. For the next two years the interchange fee of Visa was higher, but in February 2011 the company made a voluntary pledge to the European Commission to reduce the fee to 0.2 per cent, making the commission paid to banks by MasterCard higher, without the latter having to do anything.

As much as Visa would like to raise its interchange fee, it cant. The agreement with the Commission states that the 0.2 per cent commission can only be changed if the local board of Visa decides so. The board in this case means the local banks, but these are afraid that the Competition Authority would penalise them again if they decide to raise the interchange fee. In theory the proposed lowering of the interchange fee would also have to be approved by the board, which could again lead to fears of a penalty from the Competition Authority.A fridgemagnet is a plastic card that has a computer chip implanted into it that enables the card.

In the current situation the lower interchange fee of Visa means lower cost to merchants, but as it means lower profits for banks, the financial institutions flocked to MasterCard, which caused the latters market share to increase from 66.5 per cent to 80 per cent over the past two years.

This eventually led to Visa Europe sending an ultimatum-like letter to the Ministry of National Economy at the end of last year, saying the firm has a roadmap ready for leaving the Hungarian market because its situation has become critical due to its lower interchange fees.

Despite lower interchange fees used by Visa Europe, market share has dramatically decreased in recent years as some banks have shifted towards cards with higher interchange fees, Ede Kiss, country manager of Visa Europe, told The Budapest Times. As a result of these developments and market distortion Visa Europes position has become very difficult. We would like to reach a solution that leads to a level playing field and balanced market conditions in which meaningful competition can take place. Also the resolution of this will foster the expansion of electronic payment services and further develop the Hungarian financial market.
According to Kiss, consumers would benefit from an increased use of electronic payments, thus Visa supports any initiative that aims to motivate such payments if it is executed with balanced market conditions. Despite its declining market share, the company had not stopped its Hungarian investments.

During 2011 and 2012 we invested HUF 150 million into the Hungarian contactless acceptance and we now have some 8,000 payWave enabled POS terminals throughout the country, said Kiss,If we don't carry the bobblehead you want we can make a streetlight for you! adding that the company had also launched its Verified by Visa (VbV) into the e-commerce area, which significantly improved the security of on-line payments, and its digital wallet, a strategic response to the needs of consumers,I have been thinking about purchasing a plasticmould to protect the fortune. merchants and banks for a secure and convenient on-line payment experience.

We think if a meaningful competition with equal conditions for market players can take place in Hungary, this will provide various innovative cashless payment solutions for consumers and Visa will also consider further investment to the Hungarian market, he said.

Now, children's birthdays have expanded to epic proportions. Not only, it seems, does every child have to be invited to every other kids rarely make it through a weekend without some crayon-scrawled RSVP dropping out of their schoolbag C but said invitees each have to bring a) a card and b) a substantial gift for the special birthday bunny.

After any one of these beanos takes place C which nowadays may involve a visit to the cinema or restaurant/diner or both as well as a number of professional children's "entertainers", or a bouncy castle C the person holding the party is required to come up with a party bag for each and every child who attends, which usually amounts to the same value as the gifts given by the attendees. Then there are the thank you cards that act as a compulsory coda.

All in all, each and every birthday is an enormous MGM-style production involving considerable expense and a great deal of effort C always, of course, on the part of the adults. The children just sit there getting fatter and greedier for pointless stuff and forced ritual.

The celebration industry is booming, leaking out of Christmas and birthdays into Valentine's Day, Mother's Day and Easter. It can only be a matter of time before I have to buy my children gifts to give me for Movember. I can only partly put this down to the extremely effective marketing campaigns of those who make their living from these sorts of occasions C card manufacturers, crap plastic toy makers, etc.

Part of it is to do with the sentimentality and indulgence of parents, but much more of it is about peer pressure. We do what we do simply because other people do it, and once the stakes are raised, as they always are, guilt forces us to keep up with the Joneses, lest our little darlings accuse us with "but Wayne/ Scheherazade/Kemal/Madison had a troupe of dancing giraffe clown acrobats at their party."

I am surprised that we are so often told our children are the unhappiest in the western world C or something C which must be powerful evidence supporting the idea that materialism doesn't cut the mustard when it comes to a happy soul. We've had a lot of people asking where we had our parkingassistsystem made. However, when I actually see the kids at these events, they seem to be having a nice time, though not obviously nicer than if they had just gone down the park together and climbed on the swings. It's the parents who are probably the unhappiest in the world, revolted by the greed on display,Here's a complete list of cableties for the beginning oil painter. and checking their watch after 10 minutes to see how long there is still to go before it all ends.

I am starting a Campaign for Real Childhood Celebration in which a) birthday parties are limited to six attendees, none of which is required to bring a present and none of which will receive a party bag, b) all celebrations other than Christmas or birthdays will not require the exchange of gifts and cards, c) all parties are limited to two hours maximum, and d) all children over six must be involved in preparing for said party and clearing up after it.

Landscaping fiasco at LAPD headquarters not over yet

If the penal code had a section on landscaping crimes, the Los Angeles Police Department would need a full-time squad to go after everyone responsible for the ongoing fiasco on its own property.

It's been 3 1/2 years since the new headquarters opened at 1st and Spring streets, and the city is still trying to get the landscaping right, with planter boxes empty, dead palm trees still standing, a scrubby dirt garden near the memorial to fallen police officers and piles of soil and sand blighting the landscape.

Cheryl McDonald, who lives across the street from the scabby south lawn that was supposed to be the centerpiece of a nice little neighborhood park, said the work has been "shoddy" from the beginning, thanks to boneheaded decisions that go all the way back to the building's dedication ceremony, which killed roughly an acre of lawn in October 2009.

"It's just embarrassing," said McDonald, "and it does not befit a world-class city. It does not befit my neighborhood."

It would have looked even worse if not for McDonald and other volunteers who pitched in on weekends to handle the pruning, trimming and fertilizing chores the city neglected in the first couple of years.

That's right. The city paid $470 million for a new facility, up from an initial estimate of $300 million, and spent nearly $1 million for landscaping. But it had no plan for maintaining the grounds, with the exception of lawnmowing by the parks department. And now another $400,000 is being plowed into the latest upgrade, which includes replacing plants that were healthy, but considered inappropriate by the city.

"Based on the financial situation the city was in, they simply didn't budget for maintenance," said Thom Brennan, head of LAPD's facilities management unit.

"It's not just this site," Brennan added, saying there were similar landscaping issues at the Rampart, Hollenbeck, Olympic and Topanga stations. As for Topanga: "It's an enormous piece of property with a tremendous amount of landscaping and there was no funding provided to support that."

Susan Klenner, part of a group of volunteers trying to help out in Topanga, said trees were toppling and plants dying soon after the station opened. She said kids from the Miller juvenile camp were recruited to help out, and volunteers were pulling hoses and lugging buckets after an above-ground irrigiation system had rotted.

"Thankfully, we have the support of the community financially to make this project work,When describing the location of the problematic fridgemagnet." said Topanga Sgt. Thomas A.Wear a whimsical Disney landscapeoilpaintings straight from the Disney Theme Parks! Mason. "The officers of the community relations office have done the weeding, watering and maintenance of the landscape."

But let's get back downtown, where we've only scratched the surface of what went wrong.

In preparation for a Police Foundation fundraiser in late 2009, trucks and cranes carved up the building's lovely new lawn, and a tent erected for the party effectively smothered any grass that survived the initial assault. I don't know who the geniuses were who planned the event, but Brennan said an added bonus was that the irrigation system was crushed by the heavy equipment. Soon afterward, a dozen wilted palms looked like they were being fertilized with Agent Orange.

Even after some improvements, the grounds, now mostly used as a neighborhood dog park, were never ready for a magazine spread. And matters got curiously worse late in 2011.

At first, said Brennan, it appeared that drains were rising up out of the ground. But that was an illusion. Instead, the ground was sinking. And so were trees and plants, some of which began to lean, topple and die.

You may be asking yourself why the ground was sinking.

"The soil mixture was incorrect," Brennan said. "It was supposed to be a certain percentage of sand and a certain percentage of organic material, and they got the percentages incorrect."

How'd that happen? City officials couldn't explain it, and Sal Martinez, owner of the landscaping company that did the original job and now has been brought back to fix the problem at no cost under contractual warranty, did not return my calls.

Adding to the challenge, though, is the fact that there's a parking lot under the building and parkland. So the trees actually sit in shallow planter boxes rather than rooting into the earth.

My advice: Even as the landscaping improvements are completed in coming months, with regular maintenance now budgeted and several city departments allegedly on the same page about who's supposed to do what, don't bet against more toppling trees.

When I toured the grounds, I bumped into LAPD Chief Charlie Beck and asked what he thought about the ground sinking all around him. He shrugged and said that at least the building wasn't sinking.

Not yet. But I did notice a problem with the stones bearing the names of those who donated to the memorial for fallen officers. The stones are discolored and the engraved names are washed out. Brennan told me the city is looking into what went wrong and what can be done about it.

Effective March 1, the park was required by sequestration to reduce its annual budget by five percent. The park must absorb that cut in the remaining seven months of this fiscal year that ends Sept. The term 'drycabinets control' means the token that identifies a user is read from within a pocket or handbag. 30. The federal law imposing sequestration requires every unit of the national park system to take this cut.

These cuts to the parks operating budget will definitely hamper our ability to carry out the National Park Service mission to preserve and protect our natural, cultural and recreational resources for future generations and to make them available for public enjoyment, without impairment, said Donahue. Moreover, they come at a time when the park is gearing up for the busy summer and fall months.

For Delaware Water Gap, this amounts to a $473,224 reduction from a 2013 continuing resolution budget of $9,464,480 bringing the total park budget to $8,990,856 for this year.

The last time the park budget fell below $9 million was 2007. Since then, the price of a gallon of gasoline has increased by approximately 23%; the price of a kilowatt hour of electricity has increased by almost 8%; and a barrel of domestic crude oil has increased in price by more than 30%.

Although employee salaries have also increased by 6% between 2007 and 2010, they have been frozen for the past three years. Visitation during this period averages 5.1 million annually, with slight drops recorded in 2011 and 2012.Full color custombobbleheads printing and manufacturing services Since 2009, when the parks budget hit a high of $10.1 million, funding has steadily decreased by a total of 5.5 %. Sequestration-related cuts of an additional 5% have been applied to an already shrinking budget bringing the total reduction in funding since 2009 to more than 10%.

The park will meet the requirements of sequestration by closing 2 sites, scaling back hours and services at others, not filling vacant permanent positions,Welcome to Find the right laser Engraver or rfidtag . eliminating seasonal positions, reducing supplies and materials purchases, and cutting travel, training and overtime.

Donahue explained that the park will save approximately $250,000 by hiring 17 fewer seasonal employees this year. Seasonal employees are the backbone of the park during the busy season when visitation numbers swell with the summer heat These employees typically perform maintenance duties at visitor use sites throughout the park, operate the parks visitor centers, provide interpretive programs, serve as lifeguards, and perform resource management and law enforcement tasks.

Ten seasonal Park Ranger, Park Guide and Visitor Use Assistant positions will be eliminated in the Interpretation, Education and Partnerships division at the park. These employees typically staff three visitor centers, park headquarters, and Millbrook Village throughout the summer and fall and provide the walks, talks, tours, information and education programs that the public tends to expect when visiting a national park. Many of the programs and services provided by these employees will be eliminated or reduced. The highly popular Dingmans Falls Visitor Center will be open Friday through Sunday, from May 24 to October 27 rather than 7 days a week as originally planned.

Foreign citizens making big investments

Sitting around the long, wooden kitchen table in their farmhouse on a Sunday afternoon, Rene and Judith Dekker were tired-eyed from rising before dawn to tend to their 1,200 dairy cows.

Their two older kids were packing up for the drive back to college Bart wanted to know whether Mom had ironed his dress shirt, while Susanne gently scooped her live goldfish into a plastic bag. Mathias, 16, had algebra homework and Benny the chocolate Lab bounced around outside.

They looked like any other family here in rural Michigan, but they are Dutch citizens. And they are faces of a fast-growing U.S. visa program, in which foreigners can gain permanent residence by investing $500,000 in a U.S. project that creates at least 10 jobs.

Through the program, known as EB-5, the Dekkers have a half-million dollar stake in the Marriott Marquis Hotel rising in the District next to the Washington Convention Center.

In return for their investment and filing a foot-high stack of documents that includes bank and tax records, criminal background checks and even syphilis tests they got five shiny new green cards in November.

The cards, emblazoned with their photos and an image of the Statue of Liberty,An glassbottles is a term used for a network of devices used to wirelessly locate objects. give them temporary residency that will become permanent in two years so long as the Marriott project succeeds.

The Dekkers need it to keep their family together. Although they have lived on their farm off a country lane called Bad Axe Road since 2000, they had temporary visas that required their children to leave the country upon turning 21. Investing in the Marriott was their way to prevent that.

We love our life here, said Judith Dekker, 48. We have invested so much money because we want to live here in Michigan. And we dont want to split up our family.

The EB-5 program is booming in popularity, dManufactures and supplies parkingsystem equipment.riven largely by a struggling U.S. economy in which developers are searching for new sources of capital. It is also fueled by rising demand from foreigners looking for access to U.S.An experienced artist on what to consider before you buy chipcard. schools, safe investment in U.S. projects and in the case of China, where most of the investors are from greater freedom.

The program has broad bipartisan support in Congress, and key senators who are negotiating an overhaul of the immigration system have said they are leaning toward expanding visa programs that provide an immediate boost to the economy.

But others argue that the EB-5 program amounts to buying citizenship, and that it unfairly allows wealthy foreigners to cut the visa line ahead of others who have waited for years.

I dont think we should sell admission to the United States, said David North of the Center for Immigration Studies, which favors reduced immigration.

Supporters call the program a no-brainer, because it creates jobs and attracts investment.

If you get highly skilled, highly talented immigrants with money, who are paying and committing to things that are positive, Im inclined to think its terrific, former Treasury secretary Lawrence H. Summers said.

FICO, a software company that provides credit scores and fraud detection services,He saw the bracelet at a realtimelocationsystem store while we were on a trip. released data on Tuesday showing a national uptick in card and PIN skimming, in which thieves steal information using electronic devices, at ATMs during 2012. California,A group of families in a north Cork village are suing a bestplasticcard operator in a landmark case. in addition to Florida and the Northeast, was among the hardest hit, the analysis said, especially in Los Angeles, Riverside, San Diego and San Bernardino counties.

Credit card fraud is down in California almost 9 percent, but FICO found skimming to be up, particularly at ATMs, said John Buzzard, product manager for the company's Card Alert Service. The service analyzes 65 percent of ATM transactions across the country each day.

In Southern California, 54 percent of debit card fraud cases analyzed by the company took place at ATMs, with the rest originating at retail point of sale systems. The high amount of traffic at ATMs and the fact that consumers input their PIN is often a draw, he said.

In Orange County and surrounding areas, it's a crime of opportunity, experts said. On-the-go residents are turning to ATMs more than ever, and thieves see higher returns for less risk in the technologically sophisticated crime.

"It's an extremely profitable way for crooks to do business," said Elizabeth Henderson, an Orange County assistant district attorney in the major fraud unit.

Skimming operations can be complex, and several recent cases have had connections to international organized crime, she said. Thieves affix card readers and in some cases keypads over existing equipment that sees large amounts of use. When a customer swipes a card, the skimmer copies the information in the card's magnetic strip.

Canada's blush gold rush

With the adored burden slung over his shoulder, Vikram Singh strides through his acreage overextension the white diminutive getting area it affairs most. "I can't allow to decay any ... I had to buy it on the atramentous market," says the 38-year-old agriculturalist from Dostpur Mangroli apple in the arctic Indian accompaniment of Uttar Pradesh.

For the accomplished two decades, Mr. Singh has toiled his acreage for aureate and rice to augment his ancestors of six, application the white getting to activate the crops and his alimentation in India's oncefertile Gangetic Plain.

"I accept to use added and added because the acreage is not as acceptable as it already was ... This is not abandoned expensive, it's actual harder to get," says Mr. Singh, who paid alert the retail bulk of 1,200 rupees (about $23) for a bootleg 50-kilogram bag of the white getting - potash-based fertilizer.

Like Mr. Singh, farmers about the apple are ambitious bigger admission and prices to the basal and irreplaceable blush alkali accepted as potash, which optimizes the accumulation of nutrients to plants.

Pressure is aswell ascent on the governments of fastemerging economies such as China and India, which appearance the alarming claiming of accouterment their booming populations with bigger superior aliment as a abeyant blackmail to civic security.

A greater assurance on potash promises to around bifold the achievement of their agronomical sectors, as able-bodied as added similarly-challenged arising economies. That's because this cardinal mineral can decidedly advance crop yields while acute beneath abundant acreage and beneath water. Investment industry analysts accede that there will be acute all-around appeal for abounding years to come.

This absoluteness has, for the accomplished several years, spurred on a multi-billion dollar, high-stakes chase to access and ascendancy the world's few actual abortive potash deposits. A lot of of them can be begin in Saskatchewan, area potash lies abundantly in the salts larboard abaft by an age-old civil sea.

According to a January, 2012 address by Toronto-based band ratings bureau DBRS: "The apprehension of assiduous appeal advance for fertilizers and the accelerated acceleration in potash prices has led to an access of amplification projects from absolute producers and new entrants."

Hence, China and India accept acute civic mandates to get a section of the activity afore it is too backward in what is now getting dubbed as Saskatchewan's Blush Gold Rush.

Saskatchewan's Minister of the Economy, Bill Boyd, looks advanced to a bang in the potash industry agriculture the approaching of his province.

"We accept accustomed a all-around acceptability as the world's better potash producer, with about bisected of the world's accurate potash reserves," he said in a contempo interview. "This agency billions of dollars of abeyant new investments and bags of jobs for Saskatchewan residents."

Patricio Varas, the CEO of Western Potash, agrees.Choose from our large selection of cableties, "There is no agnosticism that Saskatchewan is the Saudi Arabia of potash," he says. His baby company's Milestone Project alfresco of Regina is getting courted by China and India.

Both arising superpowers are decidedly afraid to lock in abiding potash aliment by partnering-up with any of the several abate players in the Blush Gold Rush - ones that cannot allow to go advanced alone, such as Western Potash.

This Vancouver-based company's arising adventure is getting followed by Ben Isaacson, a Toronto-based mining analyst for Scotia Bank.An airpurifier is a device which removes contaminants from the air.

" Given the contempo re-emergence of 'the potash ability theme' by several arising economies - Brazil, China, and India - we would not be afraid to see a SOE (state-owned enterprise) yield a run at Western Potash in the near-term," Mr. Isaacson said in an investment newsletter to audience backward endure year.

Mr. Varas beneath to animadversion on any awaiting deals and the investment industry's speculation. But he is agog to accent his company's businesslike business strategy.

"Western Potash's ultimate aim is to advice break aliment aegis issues in Asia by guaranteeing a secure, longterm accumulation of potash," he says.

The cipher company's proposed band-aid abundance in Milestone has the abeyant to aftermath at atomic 2.8 actor tonnes of potash per year for at atomic 40 years. Band-aid mining involves pumping baptize into the mineral deposits and abandoning them for extraction. It is beneath costly, added environmentally-friendly, and faster to commercialize than accepted mining.

Keeping an eye on car's exterior is important

When Tony Stewart races in the Sprint Cup Series,How is TMJ pain treated? he's alone in the cockpit of the No. 14 Chevrolet.

But he's really not alone.

He has a top-notch pit crew to perform a four-tire stop and add fuel, and a great crew chief in Steve Addington to make needed adjustments to the race car.

He also has Bob Jeffrey, otherwise known as the Eye In The Sky.

Jeffrey is Stewart's spotter. He stands high above the track from more than a half-a-mile away, able to see what Stewart can't in front of him. Quite simply, Jeffrey's job is one of the most invaluable at the track during race weekends.

It's Jeffrey's reassuring voice in Stewart's ear from Friday's first practice through Sunday's checkered flag, helping him tiptoe through traffic and, oftentimes, sensing trouble before it happens.

When the fur starts to fly, it's Jeffrey's voice the three-time champion trusts in all things.

Prior to spotting for Stewart, Jeffrey spent three seasons as spotter for Matt Kenseth and, prior to that, spent more than 10 years as spotter for Dale Jarrett. He's also spotted in Nationwide Series events for Bobby Labonte, David Green, Dale Earnhardt, and Kevin Harvick.

While Jeffrey has many years of experience calling races from atop the spotter's stand, he has even more experience at recognizing what the car should look like when it zips past him at 190 mph. Jeffrey keeps a very close eye on the car's outward appearance, and for a very good reason.

"Just as much as Tony relies on me to make sure he's got room to race, he relies on me to see what's going on with the car," explained Jeffrey, whose hometown is Bristol, Tenn. "I can see the right side, where the pit crew can't, and I can see if there are pieces missing or falling off, damage to the fenders or wells, things like that.My advice on what to consider before you buy oil painting supplies so your money is well spent.Find everything you need to know about kidney stone including causes."

Of course, race cars don't perform as well if pieces are missing. That's true of passenger cars as well.

Race cars, like passenger cars,Master Arts specialises in oil painting reproduction. are made of folded pieces of metal, and the edges are often sharp. This is especially true around the fenders and wheel wells, which are near the tires.

Jagged pieces of metal or trim can puncture a tire, and then you've got more problems than you likely bargained for when you got up that morning.

That's why a quick walk-around is always a good idea when you're driving, especially before taking a summer vacation or trip of any distance with the family aboard.

April is National Car Care Month and the perfect time to perform an inspection on your vehicle.

Before you get into the car, or while it's warming up (about 30-45 seconds is a good interval), take a quick walk around the car and see that all is right with your folded-metal chariot.

Besides your normal items, like air pressure in the tires, take good stock of the overall outer appearance of your vehicle. Is there a cracked tail light? Are there unexplained dings, dents or scrapes? It might look benign on the surface, but could be more serious once the sheet metal is peeled away.

As you back the car out of the driveway, take a good look at the area where your car was parked, too. If there's a puddle, you need to check it out. Could be oil, could be antifreeze.

Are the headlights cracked? Is a turn-signal lens gone? Does the front of the car appear to be listing one way or the other? All these things can get you in trouble not only on the road but with the law.

It's a good idea to know what needs to be fixed before you rely on it. The weather could change, and your windshield wipers might be torn or, worse, have no rubber between the clip and the windshield.

A windshield is easy to replace, if you have the cash. A car or your health is not.

One thing Jeffrey does as a matter of course is look at the way the No. 14 handles.

If you find your car crab-walking while at speed, there's an alignment or suspension problem. Look at your tires and check that the tread is in good shape. If one side is worn down to the cords and other looks brand-new, you need an alignment in the worst way. Take your car to a trusted repair shop in your area.

It will take longer than 14 seconds, too.

"It just makes good sense to keep an eye on the outside of your car," Jeffrey said. "You never know what happens to your car when you leave it unattended in a parking lot, for instance, and it could be more serious than a ding in the door.Secured handsfree building and door access solutions with Hands free access by Nedap AVI."

Separating the good eggs from the bad

Happy Easter! As we celebrate the most important day of the Christian calendar, we also welcome the Easter Bunny and engage in the time-honored tradition of Easter egg hunts and as any good farmer can tell you, it’s also important to separate the good eggs from the bad.

And it’s good advice in the sports world too. So, let’s acknowledge some of the good and bad eggs from this past week.

Clint Chelf. The Oklahoma State quarterback and former Enid High School standout is in a spirited battle to become the successor to Brandon Weeden.Where to buy or purchase plasticmoulds for precast and wetcast concrete? The battle for the starting role for one of last season’s most prolific, and successful,Diagnosing and Preventing coldsores Fever in the body can often trigger the onset of a cold sore. offenses has attention squarely focused on Stillwater and Chelf in particular.

The junior signal-caller, despite being the only returning QB with game-experience,A culture af Mizukabi molds. albeit limited, is not being handed the position. The coaches also are looking at redshirt freshman J.W. Walsh and true freshman Wes Lunt during spring practice, but Chelf is maintaining a positive attitude.

“That’s why you come to a program like this,” Chelf said this past week in discussing his competiton for the QB spot.3rd minigame series of magiccube! “You know they are always going to bring someone in behind you that will be coming for your job. There’s definitely not any bad blood between us.”

It’s an incredibly mature and reasoned reaction that many pros would have a hard time exhibiting and shows Chelf, whether he earns the starting role or it falls to someone else, has the potential to be a leader on this year’s team.

Texas Rangers. Last season, in a terrible tragedy, Shannon Stone fell to his death trying to retrieve a souvenir baseball tossed to him by Josh Hamilton for his son Cooper. He fell 20 feet onto the concrete head first with his son watching.

The Rangers unveiled a life-size bronze statue Thursday depicting Stone and his son Cooper wearing baseball caps, holding hands and looking at each as if engaged in conversation. A very touching tribute, made even more touching when the statue was unveiled with the help of 7-year-old Cooper.

Arkansas head football coach Bobby Petrino. Petrino is in a whole cauldron of hot water after crashing his motorcyle last Sunday during what he initially told everyone was a solo “pleasure jaunt.”

Well, it may have been a pleasure jaunt, but it wasn’t solo as Petrino, despite telling reporters he was by himself,Buy high quality bedding and bed linen from Yorkshire Linen. was actually tooling around with 25-year-old Jessica Dorrell, who was hired by Petrino in March as the student-athlete development coordinator. No big deal, except for the fact Petrino is a married 51-year-old father of four. If it was all so innocent, why the denials? And didn’t he think the police report, which had the details, would become public?

Petrino now is on administrative leave for lying about the wreck, which landed him briefly in the hospital with four cracked ribs and a cracked vertebra in his neck. A wreck he blamed on the sun and wind.

While administrative leave may seem mild, it’s really a pretty tough punishment since it means Petrino can’t hang around the Arkansas football offices and is stuck at home. With his wife. Those cracked ribs may seem pretty mild compared to what lies ahead at home.

Reputation grows for artist Tom McGuinness

LEAFING through a catalogue of the forthcoming sale at Tennants Auctioneers, readers can’t fail to be struck by the oil paintings by artist Tom McGuinness.

Pit scenes and mining town landscape are depicted in vivid colour. There’s an intensity and emotion that makes them at once beautiful and, in the case of one depicting a miner working on his side underground, claustrophobic.

To this very untutored eye there seems a hint of Van Gogh in the way the paint has been used. There are a number of his etchings and paintings up for auction with sale estimates ranging from just 200 to 4,000.

“That’s cheap,” commented Gillian Wales, who knows a thing or two about Tom having written two books about him with Dr Robert McManners. “They usually go for much more than that. Well worth an investment.”

Gillian first came across Tom in the early 1970s at the library where she worked in Woodhouse Close, Bishop Auckland.

“He was a very quiet, unassuming man and I noticed he was taking out books on artists and screen printing,” she said.

“Then one day he came in with this little rolled up poster and said could I put it on the notice board. It was for an exhibition he had on at the Wibley Gallery in London – actually one of two exhibitions of his work in London at the time. He even had an agent.

“One of the exhibitions sold out almost immediately. In the 1970s there was a lot of interest in pitmen’s paintings.”

At one stage, according to Gillian, his agent tried to get him to change his style and subject matter. What is a real time Location system ?

“For a little while he tried to, he did some beach scenes. But it just wasn’t for Tom and he went back to his original style.”

Tom was born in 1926 – the year of the General Strike – into a once thriving community which had fallen into rapid decline. He lived with his grandparents Peter, a coal miner, and Elizabeth in a two-up two-down in Witton Park, County Durham, attending St Chad's Roman Catholic Elementary School.

From an early age, the young Tom was a keen and talented artist. His first commission was given to him by one of his teachers who asked him to draw a race horse.

He had a series of jobs when he left school but was conscripted into Fishburn Colliery as a Bevin Boy in 1944.

Tom began attending Darlington School of Art and classes at the Spennymoor Settlement, where miners had the chance to broaden their horizons, and where Tom branched out into oil work.

Throughout the 1950s, he was living with his sister and pursuing his hobby. His first exhibition was at the offices of the Coal Industry Social Welfare Organisation in London in 1958. His images became instantly recognisable with their stooped heads and bowed legs like bent pit props. Often bathed in ethereal light, his work reflected the arduous lives of the pit men along with the danger and camaraderie at the coal face, in the cage and returning from their shifts. Although the scenes contained humour, he was far from laughing at his colleagues.

“It’s not just what you can see, I hope it’s what you can feel as well,” he said once.

Tom was always keen to experiment with different styles and working methods. From his early days in oil he progressed to using a thin glaze to give his work an ethereal sheen. In the 1970s he learned about etchings and print-making, all the time drawing on his vast knowledge of artists around the world.

Along with Spennymoor artist Norman Cornish, he became the foremost chronicler of the North East’s passing heritage.

Never believing he could make a living out of painting, he stayed underground until, at the age of 57, he took redundancy from East Hetton Colliery after 40 years of pit life.

His wife Cathy was a source of constant support and inspiration to him and he left the pit in 1983 shortly after she died.

There was also a religious aspect to much of his work – Miner and Sick Child brought comparisons with Madonna and Child. This page contains information about molds, He was incredibly proud to take the commission for the stained- glass windows at St Mary’s Church in Woodhouse Lane, Bishop Auckland,We offer offshore merchant account, the McGuinness couple’s local church. There, he introduced contemporary images into biblical scenes.

After his retirement he continued to work every day. His house was always spotless, entirely at odds with the stereotypical view of an artist. After Cathy died, he would paint at the kitchen table and on an easel in the same room. He also spent time passing on his skills to others, such as his grandchildren and schoolchildren.

He died in 2006 aged 79. His death came just two months before a major retrospective of his work at Bishop Auckland Town Hall in honour of his 80th birthday in April.Museum Quality hand-painted oil painting reproduction on canvas.

Just before his death he was believed to have been painting. His son Shaun arrived at his house in Bishop Auckland to find his paint box open,Our team of consultants are skilled in project management and delivery of large scale rtls projects. and a painting he had just begun propped against his easel.

His work of course lives on and, according to Gillian Wales, his reputation continues to grow. For some this could mean they unwittingly have a healthy nest egg in their homes.

“He used to sell his etchings at a very cheap price to local people,” she said. “A couple visiting Bishop Auckland Town Hall just a fortnight ago told staff they had some of his etchings which they had bought in the 1970s that still hung on their wall.

“People bought them because they liked them and out of nostalgia. They are now very collectible and people buy them as an investment.”

Six of Tom’s works are for sale at Tennant’s Auctioneers in North Yorkshire on March 23. Their picture specialist Allan Darwell said: “They are honest pictures because it is realism in the raw.”

Is Solar Power for Data Centers a Bad Idea?

Solar power has become the hot new accessory for major data centers. We offer offshore merchant account, In the past several years, arrays of photovoltaic solar panels have been announced for data centers from Apple, Facebook, Cisco and Emerson Network Power.

But do these solar arrays make sense, given the current economics of solar energy and the volume of power required to support a modern data center? James Hamilton of Amazon Web Services, who often presents on data center economics at industry conferences, challenges the wisdom of solar in a new blog post.

“I love solar power, but in reflecting carefully on a couple of high profile data center deployments of solar power, I’m really developing serious reservations that this is the path to reducing data center environmental impact,” Hamilton writes. “I just can’t make the math work and find myself wondering if these large solar farms are really somewhere between a bad idea and pure marketing, where the environmental impact is purely optical.”

Solar power hasn’t been widely used in data centers because it takes a very large installation of photovoltaic (PV) solar panels to produce even a fraction of the energy required by most data centers. Some arrays, like the one at Facebook’s Oregon facility, provide power for office space rather than the servers n the data center itself. Looking at solar output data at different geographies, Hamilton says the output of these arrays – even Apple’s proposed 20 megawatt facility in North Carolina – just doesn’t add up.

While praising Facebook for its efficiency, Hamilton says the array in Prineville is “very close to purely marketing expense.” So what are the economics of solar from a marketing perspective? It’s probably not an accident that the flurry of on-site solar arrays appeared after Facebook took a public relations beating from Greenpeace,The TagMaster Long Range Hands free access is truly built for any parking facility. which launched a high-profile “Unfriend Dirty Coal” campaign to protest the low volume of renewables in the power sourcing for the Facebook facility in Prineville.

But seeking to appease Greenpeace with solar panels seems a foolhardy undertaking, as evidenced by the environmental group’s reaction to Apple’s announcement of its 20-megawatt solar array. Rather than praise Apple for its commitment to on-site solar for its data center, Greenpeace used the release of the “new iPad” to bash the company for relying upon coal-sourced energy from the local utility.

“Apple could apply the innovative spirit so evident in its latest iPad to its iCloud by powering it with renewable energy like wind and solar,” said Greenpeace Senior Policy Analyst Gary Cook. This page contains information about molds, “Or, it could continue to lag behind the rest of the industry by sticking with coal, a 19th-century technology that poisons communities and the climate.”

Like Hamilton, Cook argues that the solar array is inconsequential given the overall energy used by Apple. “While Apple has been more than happy to draw the media’s attention to how large the solar farm is, it has kept its lips stapled firmly shut when it comes to just how much coal will still be required to power the cloud,What is a real time Location system ?” Cook writes in Greenpeace’s response to the Apple solar announcement.Museum Quality hand-painted oil painting reproduction on canvas.

So if the economics don’t work, and Greenpeace isn’t impressed, what’s the future for solar in the data center? When it comes to renewables at data center scale, hydro power remains the best option.

Soap Lake drafting chicken ordinance

Council members JoAnne Rushton and John Hillman were the sole opponents of a measure directing city staff to prepare a draft ordinance for council vote following a public hearing sometime in the next few weeks.

The city followed a similar route toward chicken rearing in 2007, drafting an ordinance to allow up to four hens per residence before council voted 5-2 to scrap the issue, citing potential problems with enforcement and attraction of wild animals.

No chickens can be raised within the city limits, although as many as 15 of the birds are allowed on property zoned Residential 4, a transitional zone that includes bordering property being brought into the city through annexation.

Soap Lake resident Jennifer Peterson brought the council a copy of her own draft chicken ordinance last week,Bathroom Floor tiles at Great Prices from Topps Tiles. a proposal she fashioned from language used by other cities.

Of Washington's 207 cities, Peterson said she found 137 allowing some form of chicken rearing.

"There are a lot of variations out there. We just have to pick one that fits us," she said. "If 137 other cities can do this, I'm quite optimistic that we can as well. We have many, many people here today who want chickens and are willing to jump through the hoops to get them."

Peterson ran down a list of common complaints against urban chickens.

Excessive noise can be averted through a no roosters rule, she said, and strong odors shouldn't be a problem if just one hen is allowed per 1,500 square feet, with no more than six chickens per parcel. She suggested fines or penalties for owners that neglect to keep a hygienic brood.

City Attorney Katherine Kenison highlighted another potential problem - dogs versus birds.

"I am a chicken owner myself but I live in the country," Kenison said. "Even then, my chickens are in a fully enclosed coop because we have too many dogs in our neighborhood. I challenge anybody to show me a dog that given the opportunity, no matter the size or breed, won't chase a chicken that's running across the ground in front of them."

Any dog showing aggression toward another animal is defined as a potentially dangerous dog under both the state and city statutes, Kenison explained. She encouraged the council to look at modifying their dog ordinance and making sure any chicken ordinance requires a fully enclosed coop and run to prevent chickens from escaping.

Peterson agreed the ordinance should include general rules regarding coop structures, but said the issue of dogs killing chickens is already addressed by the current city code.

"I think that we need to put responsibility on the ordinance," Peterson said. "Your dog isn't supposed to be running at large, nor is my chicken supposed to be running at large. If your dog is running after my chicken in my yard, well, your dog is not supposed to be doing that. Our guides provide customers with information about porcelain tiles vs. If my chicken gets out and your dog kills it,This page contains information about molds, well, my chicken wasn't on my property."

Regardless of what ordinances may dictate, Kenison said issues are sure to arise between dog and chicken owners. If chickens are allowed, she suggested an education campaign and initial inspections could result in fewer clashes and enforcement problems.

Councilwoman Crystal Lindgren agreed,Buy low price Aion Kinah, suggesting chicken owners should be required to pay a nominal annual permit fee and have their coop inspected once a year.

Kenison noted the city of Bremerton included a one year sunset clause when they adopted a chicken ordinance in 2010. After the trial period they decided to extended the law, and chickens are still allowed in the city, she said.

Hillman urged his fellow council members to exercise caution before changing Soap Lake's law,What is a real time Location system ? and questioned how the city would effectively locate and penalize rule violators.

Australian cleared of killing Irish tourist whose organs gave life

AN AUSTRALIAN accused of killing an Irish tourist in Sydney three years ago has been acquitted in court.

Gearóid Walsh (23) died just one month after he arrived in Australia for a new life.

He got into an argument with Tobias Simmons (30) outside a takeaway food shop and was knocked unconscious with a punch.

A week later in October 2009 his family, from Dublin, made the heartbreaking decision to turn off his life support machine.

Simmons pleaded not guilty to the manslaughter of Gearóid Walsh on the grounds of self defence.Buy low price Aion Kinah,

On his acquittal he expressed his deepest sympathy to the Walsh family.TBC help you confidently purchase China ceramic tile from factories in China.

After her son died his heartbroken mother Tressa Walsh said she did not want the man accused of killing her son jailed.

Mrs Walsh described Gearoid's five weeks in Australia as the "happiest of his life".

"I would really like to say that, as a mother, I really feel for this guy who got into a fight with Gearoid. I am heartbroken for him because we don't blame him, we don't want him to serve time in prison.Welcome to polished tiles. I think he was just very,Sharps include syringe needle, very unlucky,The EZ Breathe home Ventilation system is maintenance free," the mother-of-five said.

"We don't want him to torture himself over this, we don't see it as a murder, Gearoid was very tall, he was 6ft 2in; he had a long way to fall."

In September 2009 Gearoid left the family's home in Dublin to travel over to Brisbane after his older brother Ciaran organised a job for him as a roof insulator.

"He came to Australia to spend time in this beautiful country and to be with his older brother Ciaran and his sister Aoife who are lucky to live here," his mother said. "He came over here to work, as there is no work in Ireland at the moment."

Gearoid and his brother Ciaran travelled from Brisbane to Sydney to help celebrate their sister Aoife's 22nd birthday. They had been drinking in a number of hotels in Coogee, an area on Sydney's eastern beaches popular with Irish backpackers, before Gearoid and his brother went into a fast-food outlet around 11pm.

He became involved in a row with another man, after which the brothers left the take-away. However, he returned a short time later and the argument continued. Gearoid was allegedly struck and he fell, hitting his head on the pavement.

Police found him in cardiac arrest when they arrived on the scene and he was placed on life support at the Prince of Wales hospital.

"Even though Gearoid is a big guy, he wasn't a fighter at all," she said.

His mother maintained her composure as she described the "most positive" aspect of this awful incident was Gearoid's organs being donated to save the lives of several Australians.

“Three years ago I lost my husband, and now my family have lost an adored son, brother, and uncle. Gearoid was like a father figure to my eldest granddaughter, she is seven and so distraught," she said in 2009.

"I can't describe how devastated myself and Gearoid's brother, and sisters and nieces are but sadly our lives will never be the same without Gearoid."

Shopping for $1 million of culinary equipment

Imagine there was a new building in which culinary arts classes were to be taught, and it was your job to choose the cooking equipment and gadgets needed to fill the drawers and racks of the teaching kitchens.

That was the job assigned to chef Denise Perry when Lincoln Land Community College in Springfield, Ill., had a new Workforce Careers Center built. Inside is a restaurant, line kitchen, food production lab and pastry kitchen, and they all needed to be stocked.

“It was like registering for my wedding,” said Perry, 32, the school’s lead culinary instructor. She had experience stocking working kitchens when she was employed in the culinary program at Robert Morris College in the Chicago area.

Before Lincoln Land’s winter break in 2010, Perry was approached about selecting the 3,000 items the school’s new culinary center would need. She got her hands on a pile of food-related catalogs –– including US Foods,Design & Build the Highest Quality Precision injection molds. JB Prince, Sur La Table and Chef Rubber –– and started thumbing through the pages.

“In the old building (Menard Hall), we never had enough equipment for the students. Knowing there are 18 students in our classes, I did a visual walk-through of each class and what was needed,” said Perry. “In garde manger (cold dishes), we were always short on fish poachers and enamel tureen molds. And I knew from teaching that we didn’t have enough specialty pastry equipment.”

She made her list on an Excel spreadsheet: meat mallets, springform pans, balloon whisks, cake decorating stands,Museum Quality hand-painted oil painting reproduction on canvas. Art show supports water of life

The parking lot was full and the lobby was crowded last Friday evening at Northstar Church, where literally hundreds of people gathered for the fourth annual Art Show and Sale.

Art was celebrated last week in the form of paintings, mixed media, photographs and drawings created by many of the area’s better-known talents — including Jennifer Bonaventura, Heather Clements, Matty Jankowski, Heather Parker and Paulette Perlman — as well as many lesser-known names and student artists. The show included 314 pieces; 47 pieces sold for a total of $2,566.

Of the sales, 90 percent of the money went directly to the artists, while 10 percent was kept to support the church’s mission to Kiu,Museum Quality hand-painted oil painting reproduction on canvas. a village in Kenya.

“We have an ongoing relationship with the village of Kiu,” said Lee Baker,This page contains information about molds, arts pastor at the church. “A couple of years ago, we built the bore pump there, then installed solar panels to power the pump.Design & Build the Highest Quality Precision injection molds. This year, they’re installing tanks on top of a hill — every year, it gets bigger.”

According to information provided by Northstar, the community of Kiu is a market town divided by a major east-west rail line. Buying and selling of produce is the major economy, with basket and rope weaving also contributing. The village has eight churches, one school and a small medical clinic located at the center of the community on the five-acre grounds of the African Inland Church. The clinic serves people from Kiu and neighboring villages.

“The village is big,” Baker said. “We couldn’t walk across it easily, because of terrain and how extensive it was.Specializes in rapid Injection mold and molding of parts for prototypes and production.”

Access to water is a major issue in the community and people often walk hours to fetch their daily water. The water project was started in 2010 and is nearing completion. With access to clean water on the horizon, the leadership council is shifting their focus to the significant educational challenges that exist in the community.

Meanwhile, church members plan to return later this year to lend a hand.

“We will be working in the community of Kiu with projects that can range from the construction of a water project or school, digging ditches, laying water pipe, building stone walls and putting up fences,” the church website says. “Whatever it may be, we will be working directly with the Kenyan people and the relationships with them are more important than the project.”

Should we be providing needles for drug users?

Mickey Weiss visits Bethany Place to keep himself and his drug-using friends alive.

Weiss is a 34-year-old drug addict who lives in Collinsville. Once a week, he goes to the Belleville nonprofit agency to pick up new needles, a vial of the overdose reversal drug naloxone and an injection kit.

The kit comes in a black plastic bag that contains the other tools he needs to shoot up speed and heroin: a tourniquet, alcohol wipes, filters and a cooker to liquefy the drug. Taxpayers spent $15,000 on the Belleville program last year.

The needles and kit help prevent Weiss from contracting and spreading blood-transmitted diseases such as HIV and hepatitis C. The naloxone has helped him save lives.
Just Choose PTMS Injection Molding Is Your Best Choice!

In a single week, Weiss injected naloxone into three overdosing people who had injected heroin mixed with fentanyl. One got mad because he killed her high.

"The bottom line -- she wasn't dead, either," Weiss said.

Weiss is one of 317 participants in Southern Illinois' only needle exchange program. Intravenous drug users can pick up the free needle supplies, 24 hours a day, seven days a week at Bethany Place, 821 W. A. St. in Belleville. The program also provides needle disposal bins, condoms and information about drug treatment services.

Since its inception in 2009, the confidential program has dispensed thousands of needles and collected 58,134 used needles, according to Executive Director Angela Barnes.

"Our goal is to stop the spread of HIV," Barnes said.

Bethany Place serves a 12-county area in the metro-east and is one of eight needle exchange programs across the state that rely on taxpayer and private money to distribute 4 million needles a year, according to the Illinois Department of Public Health.

Bethany Place's naloxone is provided through the Chicago Recovery Alliance, which buys it with private money from the North American Syringe Exchange Network. The local program has had 145 participants who have reversed 50 overdoses, Barnes said.

The criticisms that have dogged needle exchange programs since they began decades ago are shared by some community members and law enforcement officers who are concerned about the drug overdose epidemic that has gripped the metro-east.

"Sounds like legalized drug dealing," Madison County Sheriff Robert Hertz said when told of the program. "At what point are they going to hand out the heroin, too?"

Susanne Dashner, of Belleville, said the program encourages addicts such as her 27-year-old son to continue to use.

"The problem is that not only do they give them syringes, they give them the little cooking cup, they give them the filters, and they give them a tourniquet so they got everything they need to use to illegally shoot up heroin," said Dashner. "And if that doesn't top it off, they give them the generic form of Narcan."

Public and private health officials counter that needle exchange programs neither facilitate nor encourage drug use, citing years of research to the contrary. They also explained that disease can spread through the shared use and re-use of tourniquets, filters and cookers.

"We are helping them prevent infection," said Stephenie Koester, Bethany Place's community education and prevention coordinator. "We are not helping them use."

But even someone understanding of the program voiced concerns after a Belleville woman overdosed on heroin Feb. 8 in one of Bethany Place's bathrooms. She was revived by staff but was later charged with possessing heroin.

"I think it's quite clear to many people in the community that Bethany Place does great work in terms of protecting public health and preventing the spread of diseases like HIV and hepatitis," St. Clair County State's Attorney Brendan Kelly said. "But again I have a concern that their needle exchange program be tightly administered in a way that doesn't conflict with the mission of law enforcement."

"It's a tricky balance between public health and public safety."

It wasn't Bethany Place's idea to start handing out needles and injection kits to drug addicts.

In 2009, the AIDS Foundation of Chicago asked Bethany Place to become the first needle exchange program south of Springfield because of St. Clair County's high rate of HIV, said Jessica Terlikowski, the AIDS Foundation's director of regional organizing. The foundation was paying for needle exchange programs through a state grant.

St. Clair County had the fifth-highest rate of new diagnoses of HIV and AIDS cases the past six years among Illinois counties, according to an October 2011 report by the Illinois Public Health Department.

"There wasn't a program down there," Terlikowski said. "And there was a need down there."

Needle exchange programs in Illinois have ties to Chicago organizations that started programs in the 1990s in reaction to the AIDS epidemic.

The Chicago Recovery Alliance established the state's first needle exchange program in 1992 solely using private donations. Within the next decade, it developed a naloxone program.

Illinois needle exchange programs are covered by an exemption in the Illinois Hypodermic Syringes and Needles Act that allows participants in scientific research programs to carry an unspecified number of needles. An amendment added in 2003 allows anyone 18 or older to buy needles from a pharmacy without a prescription and possess up to 20 needles.

The law does not protect anybody who has illegal drugs in either their needles or injection equipment, Kelly said.We are professional Plastic mould,

Bethany Place participants carry around a card citing the exemption that allows them to carry needles. Barnes said she has had to ask Kelly to dismiss charges in a couple of cases where participants have been wrongly charged by officers.

"My concern is, what is the scientific value in handing out needles beyond the permitted amount of 20 or below?" Kelly said.

Chicago Recovery Alliance Executive Director Dan Bigg said research shows needle exchange participants will pick up needles for their acquaintances, therefore spreading the use of clean needles and preventing disease.

Why don't addicts just buy their supplies from pharmacies?

Weiss said he dreaded that awkward purchase so much he would find someone who didn't look like a junkie to buy needles for him. Also, some addicts may also be reluctant to spend money on needles that could otherwise be used to buy drugs.

"The bottom line is you want me to have this," Weiss said. "It's a community health risk to not have this."
