Some Brooklyn parking garage owners are jacking up prices and
preparing special event rates in preparation for the thousands of people
who may defy the warnings of city officials and drive to the Barclays
Center when it opens Friday.
One lot on the corner of Atlantic
and Grand avenues—more than half a mile from the arena—is advertising a
$30 flat rate for Barclays events, said owner Moe Rahmati. Another
nearby garage on Washington Avenue will offer a special event rate,
though the price hasn't been decided, said Megan Kian, a spokeswoman for
Enterprise Parking Systems.
"We're looking forward to the
future concerts and basketball games," said Anthony Pansini,Different

Center and two lots he supervises on Underhill and St. Marks avenues
eight blocks away.
Kicking off with the first of eight Jay-Z
concerts on Friday night, the Barclays Center opening this weekend will

subway, bus or Long Island Rail Road—all of which converge on a
traffic-choked section of Brooklyn at Atlantic and Flatbush avenues.
Only
about 650 on-site parking spaces—including 150 for VIPs—were set aside,
with the purpose of discouraging driving to Nets games, concerts and
other events at the 18,000-seat capacity arena. Another 700 will be
available through arrangements with private garages.
But there
are about 1,400 other available spots in private garages within a
half-mile of the arena on any given night, according to the engineering
firm of former city traffic commissioner, Sam Schwartz, who has served
as a traffic consultant to the Barclays Center. A little farther away,
there are several more garages, many of which are considering
advertising openly for Barclays events.
"We are looking into
offering parking reservations for our customers," said Ms. Kian of
Enterprise Parking Systems, whose closest garage is about a half-mile

Mr.
Schwartz said the parking garage owners should hedge their bets. "I
don't want parking garage owners to be counting their chickens before
they park," he said. "If I were investing, I would not invest in a
parking lot in Downtown Brooklyn because of the Barclays Center. I don't
think they are going to be full."
There are also about 9,395
street parking spots within a half-mile of the arena, according to the
city Department of Transportation. Residents of the quickly gentrifying
neighborhood have raised concerns about eventgoers taking up all the
street parking and causing a traffic nightmare before and after Nets
games. Mr. Schwartz said he thought neighborhood residents would have
"gobbled up" all the street parking before nighttime events. Only about
100 would be taken by Barclays Center patrons, he estimated.
A
spokesman for the Barclays Center developer, Forest City Ratner, said
arrangements were made with lots that would direct traffic away from the
arena. For instance, shuttle service is being offered from a lot in
Brooklyn Heights about nine blocks away
"What we're doing…is
encouraging people to use public transportation and directing them to
parking garages that won't impact the [area]," said the spokesman, Joe
DePlasco.
Arena officials are trying to keep people like Corey
Tillery from parking on the street nearby. And it might work. The
38-year-old is planning to drive to the Jay-Z concert Monday night, but
he would likely park in Crown Heights and take the train or a cab from
there. He said it takes too long to ride the subway all the way from his
home in Brooklyn's Canarsie neighborhood.
"I can't see myself
driving to the arena or in the general vicinity of the arena," Mr.
Tillery said. "I don't want to deal with the traffic or the parking."
Some
parking garage owners said they would test the Barclays market
gingerly. Edison ParkFast has three garages within about eight blocks of
the arena. Michelle Langsam, marketing manager for Edison ParkFast,
said they are still deciding whether a special event rate makes
financial sense.
"I think it's really going to depend on the
usage," she said. "If we see that we are filling up during events and
that we are getting that overflow, of course we are going to raise our

Parking
in the area isn't a new problem. Brooklyn Borough Historian Ron
Schweiger said the intersection of Alantic and Flatbush avenues has
always been "a congested area for traffic." It was considered as a site

In addition to this, Mr Tanzer said the authority had the power to seek warrants for stored data, but wanted the ability to intercept phone calls to help its investigations of white-collar crime.
Liberal Senator George Brandis suggested the move could be a "classic case of function creep", and questioned why it was more appropriate that investigations of white-collar crime have access to a range of comprehensive data that investigators of murder did not.
But Internet Society of Australia president Narelle Clark said metadata included a range of information about people's internet use beyond dates and times.
With access to the website URL a person had visited, she said, it was possible to in some cases access their login details and passwords, and information about where people had been on the web, for how long, and the contents of the web page visited.
Vodafone Agency Liaison Manager David Moss said the company currently only stored customer billing data.
This could include the times, dates and locations of calls made, and the locations of the person being called.
"There's no mystery about it; all businesses keep a record of their transactions for some time," he said.
But, he said, the company and other telcos were concerned at the cost and work involved with being forced to store huge troves of customers' data for two years.

iiNet carries about one million uniform resource locators [URL] per second on its network and said it would have to store all of this information to comply with the proposed legislation.
Preliminary calculations were that it would cost $3 million per month to follow the federal government's wishes, and $400 million across the industry to set it up.
iiNet's regulatory officer Steve Dalby said Attorney General Nicola Roxon expressed interest in knowing the "destination of communication" on the internet. This information is easily available for telephone calls on fixed and mobile networks "because the destination for a phone call is typically a single point identifiable by its telephone number", Mr Dalby said.
"But destination of communication to a website consists of hundreds of thousands of individual points. Because the way the internet operates, each item or object or device on the internet gets its own [unique] address."
Senator George Brandis noted: "What you seem to be saying really is that this is just too much, it is too expensive to be feasible for an ISP to comply with this obligation?"
Mr Dalby replied that although it was technically feasible to keep all website and traffic information for two years, it was a question of cost. However, iiNet also argued it already helps law enforcement agencies gather information on specific targets. And there was no evidence that gathering massive amounts of data on every Australian would improved national security, Mr Dalby said.
"What has not been argued is that [existing laws] have been a massive failure ... and absence of information that if we had it, we would have stopped these things."
Telstra representatives revealed it could not retain any information about what its customers do on applications such as YouTube, online video-conferencing service Skype, auction site eBay or money transfer service PayPal.
"We cannot capture or provide any metadata or any content around something like Gmail because it is Google-owned, it is off-shore and it is over the top of our network. The real value of what we might have in a data retention scheme would be greatly diminished as soon as the organised criminals and potential terrorists knew that we were not capturing that data," Telstra's director of corporate security and investigations, Darren Kane said.
And Telstra already gives police access to metadata such as its integrated public number database (IPND), which contains the names and addresses of fixed phones and details about mobile phone owners. Wardens’ mapping skills pinpoint missing man’s location
Conservation Warden Ken Thomson of Fall Creek calls it the two-hour
hike that turned into a two-day ordeal – and the third missing hunter
the warden has helped find since last deer season.
It’s a scenario that could happen to anyone who relies upon their familiarity with a patch of woods visited for years. “He didn’t check in with anyone. He was without a cell phone. So (the man’s family) didn’t know if he was hiking or lost. But when they realized certain belongings looked untouched, they realized he was lost.”

Training role-play turns real
When the wardens got the call to help, they put into action their training in wilderness first aid and search-and-rescue.
“I felt completely prepared for this real-life search and rescue event,” Hanna said. “Our training combined with the excellent equipment we’re issued make us very effective for this kind of thing.”
The wardens arrived on the scene at the command center in Rock Dam with their all-terrain vehicles, mapping equipment and GPS devices. They were ready to go except cell service in this remote research area was unreliable.
It was time for Plan B – the warden computer. Thomson hauled out his laptop and put into play the mapping software that included more details than the ones on the maps displayed in the command center. Lucky for this man, Thomson and Hanna were familiar with the area. “We actually checked a turkey hunter on that same trail last spring,” Thomson said.
With their knowledge of the backcountry and availability of their off-road vehicles, the wardens were called in to recover both the hunter and the search party with their ATVs.
Thomson transported emergency medical staff to the hunter’s location while Hanna towed a fire rescue sled with his ATV.
Hanna said the hunter was glad to see his rescuers and managed to find some humor. “This (hike) wasn’t really worth it…I only saw one squirrel the last two days!” Hanna said the hunter told rescue personnel upon being found. The man was in good spirits and was treated for minor back pain. The hunter slept out in the woods with no food and water for two days.
Thomson and Hanna say the man’s ordeal not only demonstrates the value of leaving word with friends and families – but at the very least, the importance of packing a compass.

New JTA leader could mean new direction for authority
Help redevelop downtown
Jacksonville, forge a better relationship with the City Council, learn how the
city works, improve the bus system and figure out a way to bring some sort of
commuter rail system to the city.
Those are just some of the challenges awaiting the next executive director of the Jacksonville Transportation Authority. The JTA board has selected five finalists for the position, all outsiders to Jacksonville, and expects to hire someone to replace Michael Blaylock in the next few months.
JTA is unusual in that it fulfills two roles — road building and mass transit — while most transportation authorities oversee one area or the other.

“We need someone who’s worked in transit and made it work,” he said.

Improving transit will not be easy, it never is in a big city, said Ken Button, director of the Center for Transportation Policy, Operations and Logistics at George Mason University in Virginia.
“One issue is that public transport tends to be all things to all men; a form of transport, a social service, an urban planning tool, an environmentally friendly mode, etc,” Button said. “As a result of this and the influence of various pressure groups it seldom does any of these things.”
People don’t use public transit unless they have no other choice, or if the public transit system is significantly better than driving, and that’s hard to do, Button said.
But Ruth Steiner, director of the Center for Health and the Built Environment at the University of Florida, said public transit can be improved with the right leadership and the right plan.
It requires service be reliable, fairly priced and get people from one high density area to another quickly, she said.
“Here in Gainesville we’ve seen major improvements to public transit in the last few years,Different Sizes and Colors can be made with different stone mosaic designs.” Steiner said. “That’s because we’ve had a good plan and our regional transit system director [Jesus Gomez] has pushed it.

Jacksonville Mayor Alvin Brown said it’s premature to define the JTA’s future role before a new executive director is hired. But Brown has opposed extending the gas tax, which may leave JTA with no choice but to focus on transit.
JTA receives about $25 million to $30 million a year to supplement its transit system from the local gas tax, freeing up other money for road construction, but the gas tax expires in 2016 and that will likely force JTA to move sales tax money it receives over to fund transit if the tax isn’t renewed.
Don Shea, executive director of the Jacksonville Civic Council, wants JTA to focus on public transit downtown as part of an effort to redevelop the area.

The lens could also display an I-see-what-you-see view, allowing one team member—the team leader, perhaps—to see through the eyes of another team member.
